Roscoe Boulevard's Next Waterfront Restaurant Adds a Floor the Old Lulu's Never Had

Two waterfront buildings sit near the Palm Valley Bridge on Roscoe Boulevard, and both are old. The restaurant building at Palm Valley Outdoors Bar & Grill went up in 1965. The Lulu's Waterfront Grille building at 301 N. Roscoe Blvd. was built in 1971. It was one story and 6,286 square feet on 1.34 acres, and its deck took customers who came by boat or by car until Lulu's closed in December 2021.

The replacement on the Lulu's lot keeps the address and changes the format. Yebo Beach Haus will be a public restaurant. Above it, on the second floor, will be the Lions Head Private Members Club. None of the published plans say anything about boats tying up. On a strip that has always worked as deck seating on the Intracoastal, that is the first real change to its shape in a long time.

The Strip as It Stands This Fall

At Palm Valley Fish Camp, seafood leads a menu that also carries chicken, steak and a pork chop. The seafood side includes Fish Camp Shrimp & Grits, a spicy seafood linguini, iron-skillet fried brook trout and a broiled seafood platter. Palm Valley Outdoors lists shrimp and grits too, along with fish tacos, oysters, tuna poke and crab-cake tacos. It also rents kayaks.

The ownership history of Palm Valley Outdoors shows how this stretch tends to change. The business opened in 2014. On Nov. 1, 2024, the restaurant parcel and the parking lot next to it sold for $2.5 million each, $5 million in all, and management told the Jacksonville Daily Record the restaurant would stay open with the same menu. The property traded hands, and the restaurant kept running as before.

Farther south on Roscoe, the dining is on the road side. Valley Smoke BBQ at 11 S. Roscoe Blvd. serves smoked brisket, pulled pork, ribs and smoked chicken. Nearby, Barbara Jean's On The Water at 15 S. Roscoe Blvd. serves coastal Southern home cooking, and its menu includes Maryland-style crab cakes and she-crab soup.

What the Lulu's Lot Is Becoming

Shark Tooth Dining LLC bought the empty Lulu's site in November 2024. The company is controlled by Ponte Vedra Beach oilman Alex Cranberg. Reports of the price differ: the St. Johns Citizen reported $4.1 million and the Daily Record reported $4.2 million. The restaurant concept comes from True Story Brands, which South African-born entrepreneur Justin Anthony founded in 2012. True Story already runs a Yebo Beach Haus in Atlanta, and that location served as the model for the one in Palm Valley.

Here is how the new building compares with the old one:

  • Size. The county issued the building permit on Jan. 20, 2026, for a 10,279-square-foot project. That's about 4,000 square feet more than the one-story Lulu's building.
  • Floors. Construction reached the second level by late May 2026, after the foundation and first-floor walls were finished.
  • Seating. Published plans list about 200 indoor and outdoor seats, and one earlier plan gives 207. No source says how those seats split between the public restaurant and the club.
  • Parking. The January permit report lists 66 spaces, down from 69 in earlier plans.
  • Menu. The announced direction is New American with South African influences, including sushi, seafood and prime steaks. Reported dishes include Red Butter Curry Halibut and Peri-Peri Chicken Frites.
  • Membership. Terms for the Ponte Vedra club had not been released when the project was announced in December 2025.

The sign on the site says Yebo opens in 2027. No newer public update has replaced the May progress report, so that year is still the best date available.

Lulu's sat empty for about three years before it sold, and the building permit came about fourteen months after the sale. Yebo will reopen a lot that is right next to Palm Valley Fish Camp at 299 Roscoe Blvd N. Once it opens, the stretch beside the bridge will have three waterfront restaurants operating side by side.

Across the street, at 300 N. Roscoe, restaurateur Ben Groshell has proposed office space and storage for luxury vehicles. In February 2026 the St. Johns Citizen described that plan as preliminary and still waiting for county review.

Until 2027, the Strip Runs on a Weekly Schedule

Neither Yebo nor the 300 N. Roscoe proposal is in use yet. What the waterfront offers now is a set of recurring public events that sit on a fixed weekly schedule.

  1. Tuesday, 10 a.m. to 1 p.m. The Palm Valley Farmers Market meets at the Palm Valley Community Center, 148 Canal Blvd. The Palm Valley Community Association calendar lists the next ones on Oct. 6 and Nov. 3.
  2. Thursday, 6 to 9 p.m. Live local music begins at Palm Valley Outdoors.
  3. Friday morning. The Ponte Vedra Friday Farmers Market sets up at Palm Valley Outdoors, 377 S. Roscoe Blvd. The Ponte Vedra Recorder's Sept. 24 brief lists 10 a.m. to 1 p.m. The market's own site and a June News4JAX story give 10 a.m. to 2 p.m. Vendors sell organically grown produce, Florida grass-fed beef and pork, local honey, pasture-raised chicken and eggs, gluten-free sourdough and work by local artisans. The market marked its first anniversary in June 2026.
  4. Friday, 6:30 to 10 p.m. Live music returns at Palm Valley Outdoors that evening.
  5. Saturday, noon to 4 p.m. and 6 to 9 p.m. Palm Valley Outdoors has two music sets.
  6. Sunday, afternoon. One more set starts at noon and runs until 3 or 4 p.m.

The two markets are three days apart, one on Canal Boulevard and one on Roscoe. If you're coming by water, the county runs launches at both ends of the bridge. Palm Valley West Boat Ramp at 230 Lori Lane opened in December 2023 with a concrete ramp, a kayak launch, and fixed and floating docks. Palm Valley East is on Roscoe, next to Palm Valley Outdoors. Mickler's Wharf on Canal Boulevard is a free public fishing and picnic pier, open sunrise to sundown.

The Walk From A1A Is Still a Work in Progress

Palm Valley Road links the bridge area to A1A, and it has never been easy to walk. It has only 24 feet of pavement, no paved shoulders and drainage ditches along most of its length. The Palm Valley Community Association has pushed for a continuous sidewalk since 2012.

The county's final piece runs 1.4 miles along the west side of the road, from Canal Boulevard to A1A, and includes drainage work. Construction started around March 23, 2026. In a June 30 update, the county said work was continuing and gave August 2026 as the target finish. We haven't found a public notice confirming that the segment is finished, so treat it as in progress until the county says it's done. The association has said it will hold a community celebration walk once construction wraps up. Its October calendar doesn't list one yet.

When the sidewalk is finished, the Palm Valley Community Association expects it to give residents a continuous, connected walkway from the Palm Valley Bridge to Ponte Vedra Beach.
